* Apply adapt-freq in adjust step

Yes, changes how adapt-freq is applied

### Other information:

Old behaviour still possible with some hacking: 

```python
ADJ = DetrendedQuantileMappping.train(ref,hist, adapt_freq_thresh="1mm/d")
ADJ.adapt_freq_thresh = None
ADJ.adjust(hist)
```
