feat: add line command for file line manipulation

Implements a new 'line' command type that simplifies common file line
manipulation tasks. The command supports three operations:
- delete: Remove lines matching a regex pattern
- replace: Replace entire lines containing a regex pattern
- append: Append a line if pattern not found in file

This provides a cleaner alternative to complex sed/grep script commands
for common line-based file operations.
