♻️ refactor: move testhelper to internal/testing and exclude from production builds

- Move util/testhelper to internal/testing/testhelper for clearer test-only purpose
- Add deadlock build tag requirement to exclude package from production builds
- Remove redundant no_deadlock.go file since package is now deadlock-only
- Update all imports and documentation to reflect new location
- Update GitHub Actions workflows to maintain proper coverage exclusion
- Rename handshake_timer_test_helper.go to follow Go test naming conventions

This ensures test utilities are never included in production binaries unless
explicitly compiled with -tags=deadlock, reducing binary size and clarifying
the test-only nature of these utilities.
