Remove unreachable code

At this point in the flow, there will always be a Naming for the Observation.name
Because `create_observation` called
`add_naming_with_vote(name: @observation.name, user: naming_user)`

Therefore the local variable `naming` will never be nil.

This code is an artifact of more complicated code, since refactored, where `naming` could be nil.
