Fix issue cross-contamination between repositories

Include 'todo' column when clearing GitHub issues to prevent issues
from one repository appearing in another repository after switching.

Previously only ['backlog', 'inprogress', 'review', 'done'] columns
were cleared, leaving 'todo' column issues from previous repository.
