Improved Threaded Security for Tests and Event Counts

In `Tests.cs`, replaced `List<int>` with `ConcurrentQueue<int>` to support secure queue operation in multi-threaded environments and updated the event subscription method to `Enqueue`. Changed the validation section to use array and `SequenceEqual` methods to improve readability and reliability of the test.

In `EventTester.cs`, the `LisCount` increment/decrement operation has been changed to use the `Interlocked` class, which ensures that the counting operation is thread-safe and avoids potential competing conditions.
