Upgrade projects to .NET 6.0 and update references

Upgrade the target framework of multiple projects from `netcoreapp3.1` to `net6.0` to take advantage of updated .NET features and performance improvements.
Remove the old `IsPackable` setting from all relevant `.csproj` files and ensure that it is still set to `false` in the new version.
In the `HelperExt.cs` file, references to certain assemblies have been updated, upgrading their versions from `4.x` to `6.0` to meet the requirements of the new .NET version.
Subproject commit records in `PinionCore.Utility` have also been updated to reflect version control changes.
