fix(trashbin): recover and restart abruptly stopped cleanup tasks DEV-208 (#5836)

### 📣 Summary
Ensures that trash bin tasks interrupted by pod termination or Celery
timeouts are rescheduled for automatic restart.


### 📖 Description
This fix improves the reliability of long-running trash bin tasks by
automatically rescheduling those that were stopped unexpectedly — either
because the pod was killed or due to reaching a Celery timeout.
