options: deprecate --skip-my-cnf

This commit deprecates option --skip-my-cnf. This option will be removed in
Skeema v2, which will always parse ~/.my.cnf if it exists and contains options
relevant to Skeema.

The overwhelming majority of Skeema users do not need to skip .my.cnf parsing,
since parsing .my.cnf (typically for user, password, and ssl-related options)
is purely beneficial with no realistic drawback.

This commit adds some extra logic to explicitly restrict which options are
read from .my.cnf, to address some concerns raised from one user in #64.
Frankly though, this logic is overkill, as no known harm from .my.cnf has ever
been reported to date across Skeema's nine-year history, with usage at several
thousand companies.
