fix(rust): append web_ui to the user web UI directory (#2414)

For development purposes, the Agama web served the web UI files from
`$HOME/.local/share/agama`. However, that is an ancient and unused
feature that, these days, does not work. We have better ways to serve
the UI code and, if needed, the `agama-web-server serve` command
includes a `--web-ui-dir`.

So let's drop this feature.
