* Differentiate warnings from errors in TWS API error handling

- Route warning error codes (2100-2169) to global error handler instead of request channels
- Log warnings as warn\! level instead of error\! level for better clarity
- Prevent warnings from being treated as fatal errors in request flows
- Add comprehensive test coverage for warning vs error handling
