test(storybook): enable a11y tests DEV-95 (#5734)

### 📣 Summary

Run a11y tests on CI

### 💭 Notes

#5723 should be reviewed and merged first :)

Changes here:
- ~~Added `.storybook/test-runner.ts` file for setting up a11y tests (to
be run on CI)~~
- Added `'todo'` parameter to all failing stories (fixing a11y issues is
meant to be done on separate PRs)
- Fixed a11y issues on `SimpleTable.stories.tsx` (they were extremely
easy and not connected to the component itself)
- Migrated `.storybook/preview.js` to TS for storybook related typings

### 👀 Preview steps

Testing changes:
1. Install new dependencies!
2. Run `npm run test:storybook`
3. 🟢 notice that the tests succeed
4. Open `koboSelect.stories.tsx` and comment out line `parameters: {
a11y: { test: 'todo' } },`
5. Run `npm run test:storybook` again
6. 🟢 notice that the tests fail (meaning that a11y tests will catch a11y
issues and meaning that `'todo'` will disable it for given stories)
