Enable additional Rails 8 features after upgrade

Enable and configure the following Rails 8 features and changes that
were not defaulted on app upgrade:
- Replace Sprockets with Propshaft
- Add and configure SolidQueue
- Add and configure SolidCache
- Add and configure SolidCable
- Add Kamal and run `kamal init`
- Manually get Dockerfile, .dockerignore, and bin/docker-entrypoint into
  place from a combination of the generator code and the
  msducheminjr/agile_rails_8_training repo
- Add placeholder progressive web app (PWA) folder and manifest
- Update application.html.erb to use Rails 8 conventions in head tag
- Add solid_queue plugin to puma.rb
- Add sqlite3 to bundle for databases for solid trifecta

Database configuration: Moved all ActiveRecord databases from default
unnamed level to `primary` for each environment. Add sqlite3 adapter
config and use sqlite3 for queue, cache, and cable databases for each
environment.

Completes subtask (last subtask in issue)
- Enable new features that were not generated by the app upgrade script
  (Dockerfile, Kamal, Solid Trifecta, etc.)

Completes Upgrade to Rails 8 and current versions of Gems #51
