Update GitHub action to use Rails 8 changes

Compare the current `.github/workflows/main.yml` to the generated
`.github/workflows/ci.yml` that comes from a newly generated Rails 8
app. Modify our GitHub Action to incorporate the following new changes
and features:

- Use .ruby_version instead of hardcoding the Ruby major and minor
  versions
- Add brakeman gem to Gemfile and copy binstub from a Rails 8 app,
  (ensuring that the file permissions were correct)
- Add scan_ruby (brakeman), scan_js (importmap audit) jobs to audit Ruby
  and Javascript for vulnerable dependencies
- Move the Rubocop step out of the previous "build" job and make it its
  own job called "lint"
- Rename the old "build" job to "test"
- Update the finish job to match the renamed test job
- Preserve the PostgreSQL specific steps from the previous version

Completes subtask Review/upgrade GitHub Action for build for issue
Upgrade to Rails 8 and current versions of Gems #51.
