IGVF-2663 Display seqspec documents (#775)

* Update npm packages.
* Add seqspec document links to sequence file page. Convert document-link to Typescript. All external modules access to the Tailwind CSS classes that the button module uses. Fix ESLint and prettier configurations for the v9+ version of ESLint.
* Finish up the seqspec document link styling on the sequence-file page. Allow lib files to have Tailwind CSS classes.
* Add seqspec document column to sequence file tables. Add this to measurement-set pages. Add components to display seqspec documents and a download button.
* Add seqspec documents column to sequence-file tables on auxiliary-set and construct-library-set pages. Sort that column by attachment download name.
* Add Jest tests. Update existing Jest tests.
