Fix ignoring client-submitted payload size (#200)

* Fix ignoring client-submitted payload size

The existing logic was treating 512 as the _maximum_ allowed, when since
RFC6891 (EDNS0) §6.2.3 is in reality a minimum.

* Add a max, the default if EDNS0 is used, the min is the default otherwise
