### What kind of change does this PR introduce?

* Removes all upper pins and fixes the tests accordingly.
* Removes some dependencies that are either no longer relevant or that
are not our's (e.g., xdatasets dependencies being pinned here).
* Removes `xdatasets` from our hard dependencies, and move it to `dev`.
* Adds a workflow to test the package on a `pip install` (using only the
latest supported version of Python).
* Also makes RavenPy optional with `pip`, since it can be very difficult
to install using PyPI.
  * Along with PyPI-specific installation instructions.
* Removes all ESMF instructions, as they are not needed anymore.

### Does this PR introduce a breaking change?

- To stay in line with changes in `xclim`, the variable `streamflow` has
been renamed to `q`. I've tried to make it break as little code as
possible.
- Results for the GIS module have sometimes changed ever so slightly,
but I'm not quite sure why. I've added tolerances to the tests.
