github: dist: Rework the unit tests

Don't run the unit tests when `make check` is invoked.  The unit tests
depend upon googletest, and it's very difficult to package googletest in
the distro *.tar.gz.

Instead, the unit tests can be invoked by building the tests in the unit
test directory via `make gtest` and then running the executable `./gtest`.
