Rails 8 js (#247)

* Rails 8 upgrade
- Update Rails and Bundler, remove Gemfile cruft.
- Addresses #223 Remove W3C validation from tests
- Add esbuild, remove js gems, configure
- Use static SVG for US flag icon; flag-icons no longer needed
- ckeditor5 integration
- Use Bootstrap 5 `card` instead of Bootstrap 3 `panel`
- Miscellaneous silliness reductions
- mariadb-test removed as web service dependency in docker compose.
- User migration no longer performed twice back-to-back in test helper.
- Add dev service with limited dependencies for doing setup tasks
- Remove `bin/rails assets:precompile` from Dockerfile command.
- Addresses #220 Warn and fix leading and trailing spaces in `ht_users.{approver,authorizer}`
- Addresses #238 --bs-code-color contrast issue on striped table
- Fix `btn-info` class contrast issues.
- Rename 'Build a Branch' workflow to 'Build'
