Story: User > Sign up #9 (#37)

* added test for scenario access the signup page

* added test for scenario creating an user account

* WIP sad path for user signup

* added test for sad path scenario user exists

* testing sad path if input fields left blank

* adding nav file, refactoring code

* reverted back to original steps for login
we should stick to modifying user_signup feature only

* extract the if statements into a method and change it to a case statement

* adding elsif statment if pagename doesn't match any others

* refactored signup error page

* deleted user_signup_steps refactored to nav_steps.rb
