deploy/cdk: use AWS CDK L3 construct

This WIP is used to stand up a Fargate-backed ECS service manually, using the
AWS ecsPatterns.ApplicationLoadBalancedFargateService L3 construct. This is in
order to discover the daily cost of the deployment now that NAT Gateways have
been eliminated, so that a decision can be made about using the L3 construct as
the basis for YNR's deployment, versus using a lower level CDK abstraction.
