deploy/cdk: introduce CDK

This adds a toy CDK stack to the repo, and tests it in CI.

The CDK's python and node dependencies are tracked separately from the YNR app
in their own requirements.txt and package*.json files. This is primarily to
permit any deployment-related processes to be run in isolation, without needing
the app's dependencies to be installed by the deployment-orchestrating
environment.

The toy CDK stack has been deployed manually, initially; this commit does not
enable CI to mutate that deployment.
