feat: add issue statistics and dynamic content to onboarding template

- Introduce `Stats` struct to track total, completed, and in-progress issues
- Add `Stats` and `HelpLabels` fields to `TemplateData`
- Implement template functions for current time and URL encoding
- Update template to display issue statistics and dynamic links
