feat: add onboard command for generating community onboarding issues

- Implement new 'onboard' command to generate issues for new contributors
- Add support for custom help labels, difficulty labels, and categories
- Remove deprecated 'task' command and related functionality
- Include template for generating onboarding content

This change introduces a new command to help onboard new contributors by generating a list of issues suitable for them. It replaces the old 'task' command, which is no longer needed.
