Refactor table initialization by consolidating common logic into InitTable function

- Implement an InitTable function in the engine package to handle table creation, index setup, and migration in a unified way.
- Replace repetitive init methods across various storage components with calls to InitTable.
- Define a TableConfig struct to encapsulate table-related configuration, including queries and migration functions.
- Update test cases to ensure comprehensive coverage of the new InitTable function.
