Refactor samples storage to support multiple databases

- Introduce separate command constants for schema creation and indexing
- Implement query map for SQLite and Postgres compatibility
- Move schema initialization logic into a dedicated `init` function
- Add a placeholder `migrate` function for future schema migrations
