ci: add govulncheck; de-vendor goveralls

This commit makes two adjustments to Skeema's continuous integration testing
in GitHub Actions:

1) Add a GHA step for downloading and running govulncheck, to look for CVEs
   in Skeema's dependencies. The action run will fail with an error if any
   vulnerabilities are found.

2) De-vendor Goveralls, instead opting to re-download it. This removes
   Goveralls from Skeema's import list, which should help prevent future
   erroneous security reports relating to its dependencies, such as #242.
