[Game] Loot generation and ActAbility updates (#1123)

* [Game] Experimental new loot drop calculation

Added a new function to generate loot packs with.

* [Game] Added ActAbility skill level modifiers to looting, labor and exp gains

- Rewrote how Loot is generated
- Looting groups with ActAbilities attached to them will now properly increase lootrate for having that skill leveled. (actual rates may be wrong)
- Labor Cost reduction for leveled act abilities is now working (not perfect as the check is at the end and not at the start yet)
- Exp gained from labor used from ActAbilities is now more if the skill is leveled more.

* [Game] Some code cleaning

* [Game] Fixed missing loot item GradeDistribution
