feat: allow project and data connector slugs to be changed (#554)

Closes #544.

Update the project and data connector APIs to allow the `slug` field to be changed. Changing the slug requires the DELETE permission on the entity.

Also note that the `GET` queries have been updated to support using old namespace and or slug:
* `GET /namespaces/{namespace}/projects/{slug}`
* `GET /namespaces/{namespace}/data_connectors/{slug}`
