Re-enable collation related tests  (#3183)

When installed collation version (ICU) is 58.0.0.50 then certain test cases related to collations are failing because that
older version is not able to handle some characters. Whereas our Github action utilities latest version 153.14.36.8 which is able to handle those characters. So re-enabling test cases for the same.
