feat: Update workflows, dependencies, and target frameworks

Updated `dependabot.yml` to change NuGet directory, remove ignore and allow lists for dependencies, and remove allow list for "github-actions" ecosystem. Updated `codeql-analysis.yml` to change branches and cron schedule, added permissions, and centralized workflow. Updated `dependabot-reviewer.yml`, `docsfx.yml`, `dotnet-publish.yml`, and `dotnet-test.yml` to use centralized workflows and added permissions/secrets where applicable. Updated `README.md` to require .NET 8.0 or later. Updated project files to target .NET 8.0 and .NET 9.0, and updated package references in `TestFountain.csproj`.

BREAKING CHANGE: Removing .Net 6/7 support as .Net 9 dependencies say they work with it in the package but then throw warnings. I don't know why this approach was taken but it breaks a bunch of automation.
