feat: Updating to .Net 8/9 and CI/CD updates

Updated various CI/CD workflow files to use centralized workflow references, added permissions, and adjusted schedules. Key changes include:

- `dependabot.yml`: Updated directory paths, removed ignore list, added new ecosystem, and updated commit message prefixes and schedules.
- `codeql-analysis.yml`: Enclosed branch names in quotes, updated cron schedule, added permissions, and replaced job steps with a centralized workflow reference.
- `dependabot-reviewer.yml`, `docsfx.yml`, `dotnet-publish.yml`, `dotnet-test.yml`: Replaced job steps with centralized workflow references and added necessary secrets and parameters.
- `README.md`, `SimpleMail.Example.csproj`, `SimpleMail.sln`, `intro.md`, `docfx.json`: Updated compatibility information, target frameworks, project paths, and corrected code snippet paths.
- Removed `Attachment.cs` and re-added it with a new implementation.
- Updated `SimpleMail.Tests.csproj` to target .NET 8.0 and .NET 9.0, added new package references for code coverage.
- Significant updates to `SimpleMail.csproj` to include various project properties, metadata, and package references.
- Added `AssemblyInfo.cs` with assembly-level attributes.

BREAKING CHANGE: Removing .Net 6/7 support as .Net 9 dependencies say they work with it in the package but then throw warnings. I don't know why this approach was taken but it breaks a bunch of automation.
