feat(dependencies): update dependency schedules and target frameworks

Update the schedules for dependency updates to weekly and adjust target frameworks for the project.

- Change dependency update schedule from daily to weekly for NuGet and GitHub Actions.
- Update target frameworks in SimpleMail and SimpleMail.Tests projects to include net10.0.
- Refactor code formatting for consistency across project files.
