internal: allow shellouts to override env variables as needed

This commit improves the internal/shellout package by adding the ability to
override environment variables. This functionality is not used yet by Skeema,
but may be helpful if we ever want to allow passing parameters by env var, in
addition to Skeema's CLI variable interpolation.
