Double serialize record JSON for webapp viewer

Why these changes are being introduced:

We were running into some serialization / encoding issues when
templating JSON strings into the webapp HTML pages, then parsing
with JSON.parse.

How this addresses that need:

record.html updated to take dictionary serialized to JSON string
from python, then stringify via JSON, then pass to loadJSONData.

This double encoding ensures the JSON is safe for javascript to parse.
