refactor(polynomial): Disallow negative exponents

Deprecate methods `mod_pow` and `fast_mod_pow`, which take a signed
integer as exponent, in favor of more-accurately named methods `pow`
and `fast_pow`, which take an unsigned integer as exponent.

The now-deprecated methods now correctly panic if their argument is a
negative exponent.
