API: change setting of annotation_offset and SeqView.offset

[CHANGED] the annotation_offset attribute on sequences is now set
  directly on the SeqView object (both old and new sequence modules).
  You can no longer assign the annotation_offset attribute on a Sequence.

[CHANGED] the SeqView.to_rich_dict() method no longer stores the
  offset attribute. This is intended to be stored by Sequence.
