Add scope and control keys per Subnet under a BD
A networkfabricconfiguration custom resource will
support defining subnet scope and subnet control
for each subnet.
Subnet scope options can be defined as a list comprising of
`advertise-externally` and/or `shared-between-vrfs`.
Subnet control options can be defined as a list of
`nd-ra-prefix`, `no-default-svi-gateway`, `querier-ip`.
