Reduce the frequency of error logs

When a vm is migrated and if the devId of source and destination is same
and if any of the source opflexODev is not deleted immediately after
migration, "Failed to get annotation" error logs were continiously getting
printed till the opflexODev is deleted

Added following changes:
* The count of opflexODev is found based on the ones with same
fabricPathDn instaed of devID
* The error logs will be printed in every minute, instead of printig it
in every second
