Add use_cr flag to enable resolution immediacy creation via proactiveConf CR

The feature introduces the use of the ProactiveConf custom resource (CR) for
creating, updating, and deleting proactive configurations. This change shifts
the configuration application process from being handled through the acikubectl
proactiveconf API to being managed directly by a custom resource controller.
