Commit Message

Update to Go 1.23, fix `govet` errors (#5853)

This PR:

1. Updates the nightly and Travis configs to Go 1.23 (using Go 1.22 as
the old version)
2. Bumps the minimum version in `go.mod` to Go 1.22
3. Fixes a number of new `govet` warnings around non-constant format
strings
