Procedure body is stored in incorrect syntax in information_schema.routines after ALTER PROC (#2811)

Currently when procedures are modified using alter procedure in Babelfish, the information_schema.routines catalog updates the definition to be alter procedure, which is incorrect behavior. This commit fixes the information_schema entry to store the alter procedure as create procedure.
