Move ser/de under a feature flag (#354)

Move the `Serialize` and `Deserialize` derives, based on `typetag`,
under a new `serde` feature flag. This makes it possible to skip
building with `typetag`, which for example is not compatible with `wasm`
so would be a blocker for wasm support.:
