Support sphinx_rtd_theme. current_version. more.

_templates/versions.html will have a large if statement supporting all
of the "built-in" Sphinx docs. Perhaps in the future this can be
user-replaceable/overridable.

Adding current_version and html_theme in the HTML context.

Inserting template at the start of Jinja2 filesystem paths to override
sphinx_rtd_theme versions.html.

Started to support sphinx_rtd_theme. Pretty much done with that but need
to improve tests.

Making sure multiprocess propagates error codes.
