Now a real Sphinx extension. Multiprocessing.

Minimizing Sphinx patch surface by only patching on thing:
appliation.Config. Patching to always include this extension in all
sphinx-builds.

Using proper Sphinx APIs to insert versions and templates into
sphinx-build runtimes. Isolating patching by calling sphinx.build_main()
via multiprocessing to avoid propagating global state changes to other
sphinx-build runtimes.
