Refactoring the Health Variable Class (#11)

* Streamlined base class for health variables

* Remove cov from setup.cfg

Fixes PyCharms debugger on windows

* Rename to HealthVariable, implement iterator

* Add tests for the new HealthVariable

* Implement function to update specific variables

Both individually or several at once

* Remove Test from class name to avoid confusing pytest

* Add unit tests for "iterate over everything"

* Introduce the components needed for a full ECM

* Raise error if not updatable, add recurse function, delete old code

* Use utility function in set_value

* Add coverage back into GHA

* Test counting the number of updatable variables

* Add a mark_updatable utility method

* Add the get_parameters method
