* Progpy-inspired base class using Pydantic

* Add update function to the models

Also required implementing the ability to change states

* Start to copy over UKS implementation from Victor

* Finish drafting UKF implementation

* Add a notebook showing off the UKF interface

* Add a few more unit tests to intermediate steps

* Clear up a few attributes

* Functions for generating the names of state variables

* Return diagnostics from step function

* Rename "observer" to "online estimator"

* Switch back to Py3.9

It's what Victor uses and a perfectly-valid choice

* Rename according to discussion with Victor yesterday
