* Update exception handling

Why these changes are being introduced:
* Updating exception handling for the Transformer class for more explicit flow control.

How this addresses that need:
* Create exceptions module
* Add SkippedRecordEvent exception
* Move DeletedRecordEvent to exceptions module
* Update Datacite.get_optional_fields to call SkippedRecordEvent
