Update collation Oid for CI_AI and Add tests for column level constraint for LIKE for AI collations  (#2556)

This commit adds JDBC tests for column level constrains using CHECK while inserting value into a table. If the CHECK
CONSTRAINT is not met, user won't be able to insert data into table.

Updated the collation oid for AI inside transform_from_ci_as_for_likenode function as initially we were using
server_collation_oid. Because of previous behaviour, the upgrade from 15 -> 16 will fail as there will be collation
mismatch if LIKE for CI_AI is used in DDL.
