Add support for Alter Procedure in Babelfish (#2528)

This commit adds support for Alter Procedure implementation in Babelfish. It adds a new parser rule to handle alter procedure cases, and creates a new procedure in place of the old one. All of the existing privileges are carried to the new procedure. The user can choose to modify the procedure parameters and/or body.
